When used as a group 0+ child safety seat, the Kimi is to be installed in a rear-facing mode in your car by using your vehicle's own seatbelt. In order to maintain maximum safety, only a lying position (position 4) is allowed when the child car seat is used in a rear-facing mode. 老車檢驗太嚴格車友：應先管工廠

【台灣醒報記者蔡岳宏台北報導】「工廠大煙囪不管，專找人民的小煙囪麻煩！」環保署日前規劃加嚴高污染舊車的排放標準，引起全台老舊車主強力反彈。台灣反禁二行程聯盟副召集人劉子睿22日於「空污法修法因應」公聽會表示，二行程機車車主多為弱勢，無法更換新車，政府「抓小放大」卻不加強工廠污染標準。環保署簡任視察胡明輝回應，已經加強電廠和工廠鍋爐的排放標準，也會研擬汰換老舊機車的補助方案。

根據新修正《空氣污染防制法》，環保署將提高高污染的二行程機車及1～3期大型柴油車的排放標準，93年前出廠的二行程機車加嚴為93年起實施的4期標準（一氧化碳3.5％及碳氫化合物2,000ppm）；95年9月30前出廠的1～3期大型柴油車須符合95年10月1日起實施的4期標準（黑煙不透光率1.0m-1）。

「新的機車排放標準如同要求40歲的人比照20歲的體能標準，如果新車都無法達成，有任何老車辦得到嗎？」臉書重車日誌版主教士批評，環保署不應該將所有老車當敵人，「新車只要5、6年沒照顧，污染量即大過正常保養的二行程車輛。」政府應處罰沒有妥善保養的車，不能因為方便管理，也不願檢討管理方案，這種「寧願錯殺一萬」的態度根本是惡搞人民。

劉子睿引用環保署的資料指出，二行程機車造成的PM2.5在2015年只占總量的1.15%，而根據車輛產業分析，2016年已經淘汰了47輛二行程機車，估計至2020年淘汰換新結束，二行程機車的數量將控制於70萬輛以下，造成PM2.5污染的總量應僅有0.5%。「既然二行程機車數量會自然淘汰，目前還要加強二行程機車的排放標準，根本是脫褲子放屁。」

「目前汰換老車的補助對於普通司機仍是很大的負擔。」綠色公民行動聯盟副祕書長洪申翰認為，用來管理空氣汙染的空汙基金已經不足，比起老舊車輛，應該先提高工廠等固定汙染源的收取費用。老車司機自救會代表顏坤泉說，環保署應該公布工廠對於空氣污染的危害，「放任大煙囪，專管民眾的機車排氣管，不符合比例原則。」

環保署簡任視察胡明輝對此回應，日前環保署才對台中雨衣廠開罰，且工廠負責人須負刑事責任，工廠的排放標準已經提高。此外，對於弱勢家庭則提供專案輔導，如補助老車換二手的四行程車等方案，也有提供專線電話，希望有困難的民眾能主動聯絡。針對二行程的收藏用骨董車，胡明輝表示，希望民間能自行成立協會來認定老車。
