大麻合法化公聽會專家：可防未成年者濫用

紐約州長葛謨(Andrew Cuomo)8月初成立工作小組，對成人使用的大麻合法化起草法案，預計明年1月出台，10月起連續舉辦四場公聽會首場州議會公聽16日於曼哈頓下城舉行，不少專家支持大麻合法化，並認為可減少未成年使用大麻的人數，但也有人認為大麻合法化可能造成交通事故遽增，應考慮如何規範。

大麻合法化不斷引發辯論，上月起，紐約市警總局停止逮捕在公開場合抽大麻的人，全國醫用大麻藥房連鎖店Curaleaf日前也進駐皇后區森林小丘，引發周圍華裔居民的持續抗議。

據統計，過去因吸食大麻遭逮捕者，高達80%為非洲裔和西語裔，因此支持者認為，將大麻除罪合法化，將能減少對不同種族逮捕和入獄的不公，並取消吸食大麻者的逮捕紀錄。

州檢察官索瑞斯(David Soares)16日在公聽會作證時同意大麻合法化；他以科羅拉多州為例，表示該州允許每人種植六株大麻，雖然有些人沒興趣使用或種植大麻，但有犯罪集團利用該點，以每年2萬元的報酬要求這些人替集團種植大麻，「如果一家有五、六口人，算一算雙方利益有多大。」

索瑞斯說，他相信大麻除罪合法化後，將可使成年及未成年的使用者數量下降，但他也說，吸食大麻產生的作用，將會發生更多與大麻相關的交通事故，因此立法的同時也應制定相關規則，防止大麻引發的交通事故。

醫學博士David Nathan表示，根據報告，大麻、香菸和酒精具有價格低廉、容易取得的特性，是目前美國最普遍使用的軟性藥物(soft drugs)，絕大多數的使用者，不會再去試其他硬性藥物；而香菸、酒精的使用已列為政府控管，因此他同意將大麻合法化。

Nathan說，若大麻合法，學校教育可教導學生，防止濫用，「就像性教育和健康教育一樣」；他表示，在教育與預防和禁用兩種情況下，禁用大麻時的未成年使用者數量較多，而來未成年大麻吸食者人數近年已明顯上升

市主計長斯靜格(Scott Stringer)和市公益維護人詹樂霞(Letitia James)辦公室代表也到場作證，支持大麻合法化。

舉頭三尺有神明男子闖宮廟偷香油錢遭逮

屏東一名有竊盜、毒品前科的林姓男子，日前凌晨潛入屏東鹽埔鄉洛陽村一間廟宇偷香油錢，因使用工具破壞香油保險箱的聲響過大，遭村民發現合力圍捕，並報警處理。警方到達現場林姓嫌犯還一度否認行竊，謊稱只是口渴想進去廟裡喝水，不過警方在現場發現破壞工具，香油錢的鐵櫃也有被撬開痕跡，調閱監視器，林姓嫌犯偷竊的過程全都錄，警方依法逮捕、偵辦。

警方表示，林姓男子有多項竊盜及毒品前科，去年因缺錢花用，曾在鹽埔鄉彭厝村及屏東市海豐里一帶竊取廟宇香油錢遭逮，今猶不知悔改，利用深夜廟宇無人看管之際，再次在神明面前犯案。林嫌先破壞大門進入查看有無值錢物品，發現香油保險箱，就以預藏的電鑽及尖嘴鉗等工具，破壞香油保險箱意圖竊取香油錢，由於聲響過大，引起街坊鄰里注意，村民進入廟裡查看，林嫌還躡手躡腳躲避，不過還是遭數位村民圍捕，報案通知警方到場逮人。里港警分局新圍派出所所長楊博順、警員呂佳賓趕到現場，林嫌雖否認犯行並謊稱口渴想喝水，不過偷竊過程全都錄，全案依竊盜罪移送偵辦。

宮廟的林姓主委表示，香油錢是信眾奉獻給神明添油香的錢，還會有竊賊想偷廟宇的香油錢，真的太可惡了!果真「舉頭三尺有神明！人在做天在看！」
